The article published in the 16th page of the edition N2 of Iravunk newspaper (in translation Iravunk means “rights” is a form of obvious violation of human rights: violation of human rights of people with disabilities. Particularly, the article 1 of the UN Convention on the Rights of Persons with Disabilities: “…the purpose of the present Convention is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity. Persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others”.
The above mentioned published article by Iravunk newspaper targets the disability status and people with disabilities as a material for humor in order to make humor of the previous Ombudsman Mr. Karen Andreasyan. The article directly makes a target of humor those people who move with weel chairs. This pictures violates the full implementation of the Convention mentioned above which was ratified by the Republic of Armenia. The participating countries has taken an obligation to integrate the provisions of the Convention into the national laws and to avoid any restrictions that will limit the equal opportunities and equal treatment of people with disabilities. This should way to full integration of people with disabilities into the society. But the published image itself is a way to make the psychological situation of people with disabilities difficult and is a promotion of isolation of those from the society. The Republic of Armenia and all its citizens, people without citizenship, legal entities are obliged to ensure the rule of law according to the national legislation and ratified international conventions.
According to the Article 8 of the Convention:
States Parties undertake to adopt immediate, effective and appropriate measures:
- To raise awareness throughout society, including at the family level, regarding persons with disabilities, and to foster respect for the rights and dignity of persons with disabilities;
- To combat stereotypes, prejudices and harmful practices relating to persons with disabilities, including those based on sex and age, in all areas of life;
- To promote awareness of the capabilities and contributions of persons with disabilities.
While all the above mentioned legal provisions are calling to protect the human rights of people with disabilities and to integrate them into the society the Iravunk newspaper’s political humor is totally against them.
